About me
Dr. Joel Burnett is an internal medicine physician. He chose internal medicine because it involves whole-person care, including long-term relationships with patients, attention to social determinants of health, and partnerships with patients to achieve health goals. He enjoys practicing primary care because of the relationships he shares with his patients. In addition to clinical duties, Dr. Burnett enjoys teaching medical students and residents to advocate for and with patients to improve patient and population health. He has served in regional and national leadership positions with the American College of Physicians (ACP) with a focus on health policy advocacy. He serves on the Editorial Board for the Journal of Health Advocacy, a peer-reviewed scholarly journal which aims to achieve a just, equitable, and healthy society by disseminating health advocacy research and activities. Since 2025, he has served as Associate Program Director for Health Equity & Community Engagement for the OHSU Internal Medicine Residency Program.

Insurance
Before scheduling an appointment
- Check your network. If you have health insurance, call your company to find out if the OHSU Health location or provider you plan to visit is part of your network.
- Ask what you will pay. Your insurance company can tell you what your costs are likely to be.
If you schedule an appointment and your health insurance does not include OHSU Health, you may have to pay more than if you go to a provider in your insurance network.

Professional. Attentive. Kind
I have been seeing Dr. Burnett for several years and his bedside manner is impeccable.
I recommended him to my adult child but he is very expensive.
Dr. Burnett is obviously a bright, well-trained, caring doc -- but what makes him a "doctor" and not a "medical technician" is the extent to which he connects with me (his patient) as a human for whom he is going to do his utmost to take care of. Not just move me onto the next stop on the medical bus ride.
Dr Burnett is an excellent medical professional, he provides straightforward advice, indicates limitations and concerns, and has great interpersonal skills.
Dr Burnett is amazing, kind and really cares about his patients.
Very knowledgeable and caring.
Dr Burnett is very personable and takes the time to listen. He explains things well. I appreciate all of this!
This was a same day appointment and my primary care doctor was not available. I was pleased that I was able to see another physician on the day I called in. The doctor did a good assessment as well as having lab and x-ray services provided. He also arranged a follow-up contact.
Simply Dr Joel Burnett is the best!!!! I'm so happy that he is my PCP!!!!
Doctor is very knowledgeable and perform efficiently. Friendly and explains clearly. Also listens to my concerns and give good advice.
Dr. Burnett is an exceptional provider! He provides care and concern without judgement. An amazing advocate! Please give him a raise! I don't know how much he makes but he deserves more. I haven't had the best experience with providers in the past but he has exceeded expectations and that should be celebrated! Please someone in leadership give him a rose
Just excellent
Engaging and caring in his manner. Lots of relevant suggestions and information
Dr. Burnett addressed all of my concerns and never made me feel rushed.
Took his time to get to know me and addressed all of my concerns
One of the best doctors I've seen at OHSU.
I am so thankful and appreciative of Dr. Joel Burnett. In the 68 years of heath care experiences, his concern for my health and well being is 2nd to none.
Dr. Burnett asked if I would mind if he used AI. Interaction and comprehension flowed much better and cut the duration of the visit.
Dr Burnett listens to me then we decide what's the best medical plan to follow
Observant, attentive, focused analysis.
I recommended Dr Burnett to my family members and they were also very pleased.
Excellent care. Shared decision making with no pressure
I already have recommended Dr. Burnett to my wife. He's a very good listener, has superior "bedside manner," displays a lot of concern and empathy, asks all the right questions, has an appropriate sense of humor (which I find comforting and reassuring) and gives good advice.
Dr. Burnett and staff were professional, well informed, and helpful.
Dr. Burnett has always been courteous, highly knowledgeable and answers all questions. I never feel hurried and I am sure he is swamped!
Very thorough
Really listens to in depth responses to determine the best course of action.
Dr. Burnett consistently exceeds my expectations, has a thorough understanding of my history, and addresses my health concerns from a wholistic standpoint.
Dr. Burnett is my favorite primary care doctor I've ever had. He listens and answers every question. I never feel rushed, but he stays efficient and on time. It's impressive.
