USDA Oversight of ONPRC

The Animal and Plant Health Inspection Service (APHIS) of the United States Department of Agriculture (USDA) enforces the Animal Welfare Act (AWA) and the Title 9 Code of Federal Regulations. USDA Veterinary Medical Officers (VMOs) conduct unannounced inspections of the ONPRC approximately twice each year. They may conduct unannounced inspections at any time and as frequently as they deem appropriate.  During their inspections, they view animals, facilities, food supplies, medications, and research and animal care records.  VMOs may inspect all animal facilities to ensure that the animals receive care compliant with the AWA.  Non-compliance with the AWA may result in fines, and the USDA may confiscate animals in extreme cases of concern for welfare.

ONPRC has shared its USDA inspection reports with the public for more than 20 years. The inspection reports include descriptions of events that led to a citation by the USDA. The table below lists the number of animals that were injured, or died, and resulted in a citation by the USDA for non-compliance with the standards. The table also includes the total number of animals of each species reported to the USDA for the annual reporting period.
