Oregon Medicaid Expansion Report

The Center for Health Systems Effectiveness (CHSE) contributed to a report detailing the financial impact of the Medicaid Expansion for the State of Oregon budget. The report has been provided to state policy makers as they consider whether to expand Medicaid, as allowed by the Patient Protection and Affordable Care Act (PPACA), to the entire population under 138 percent of poverty. The Supreme Court ruling last summer restricted the federal funding that would be lost if Oregon chose not to participate in the expansion. The report estimates changes to the general fund and other funds in the budget from the state's share of the cost of providing coverage, program savings from a reduced uninsured population, and tax revenue due to increased federal spending in the State. The report was written for the Oregon Health Authority and in collaboration with the State Health Access Data Assistance Center (SHADAC) and Manatt Health Solutions.
