Janna Starr biography

Janna Starr is a Policy Analyst for the State of Oregon Division of Medical Assistance Programs (Medicaid). Before returning to Oregon in late 2007, she was Director of Disability Rights and Technology Policy for The Arc and United Cerebral Palsy Disability Policy Collaboration. Previously, she was Executive Director of the Oregon Council on Developmental Disabilities; Director of Public Policy for the national Brain Injury Association, Senior Policy Associate for United Cerebral Palsy Associations, Policy Analyst for the Oregon Advocacy Center and Executive Director of The Arc of Oregon and the Arc of the Capital Area in Austin, Texas. Among her publications, Janna has authored Public Spending on Traumatic Brain Injury (TBI): A Snapshot of FY 1998 in the USA; To Your Health: Choosing the Health Care that is Right for You, a consumer guide to managed care. She has co-authored TBI & Managed Care, an article for Advance magazine; CHIP and Children with Special Health Care Needs for the National Conference of State Legislatures; ...And the Sharing of Benefits Justly Apportioned, an analysis of Oregon's long-term service system and AIM for Excellence, Oregon’s handbook for citizen monitoring of residential services for people with developmental disabilities.
