Tom is a native of Portland.  After graduating from Jesuit High School he attended Stanford University where he earned his Bachelor's Degree in Biological Sciences.  He returned to Portland to attend OHSU where he completed his MD degree in 1979.  

Tom then traveled to Denver where he completed a Family Medicine internship and residency at St. Joseph Hospital.  Right out of residency he was recruited by Denver Health and Hospitals where he worked in the Neighborhood Health Program for one year.  He then entered private practice in suburban Denver where he practiced full spectrum family medicine for 17 years.  In 1998 he helped form the Exempla Medical Group in Denver.  This was a large multi-specialty hospital-owned medical group.  For two years he was the Chief Quality Officer for this group.  

In 1999 he earned a Masters of Medical Management from Tulane University.  In 2000 he became the Medical Director of Columbia United Providers, a hospital-owned health plan based in Vancouver, Washington.  He has also continued to practice family medicine one day a week at the Vancouver Clinic during his term as health plan medical director. In June, 2008 he earned a second advanced degree in management: a Masters of Science in Medical Management from the Harvard School of Public Health.  

His interests include health care finance, health care quality improvement, evidence based care, pharmacy benefit management and maximizing value in the US healthcare system.
