Dr. Milligan graduated from the University of Chicago and Indiana University School of Medicine. She completed her residency at the Harvard-Longwood Psychiatry Residency Training Program at Harvard Medical School and remained on faculty at Beth-Israel Deaconess Medical Center for one year. Slowly moving west, Dr. Milligan returned to Chicago where her practice focused on women's mental health and then moved to Portland. Prior to joining the JBT, she spent eight years as an emergency room consultant and outpatient psychiatrist. Her interests include women's mental health, working with trainees in medical fields, mood and anxiety disorders, psychopharmacology, and cognitive behavioral therapy.
