Problems with ASCII characters in links and text blocks

We're seeing an issue since the CommonSpot upgrade to the current version (Build 5.1.0.128) wherein values entered into link elements, text blocks and similar elements are being returned to the page with special characters being converted to their ASCII equivalents.  

For instance, upon entering a link with a value of "/xd/mysite/index.cfm?value=This%20Value&othervalue=That%20Value" into an RTE or link element, it is returned to the browser as "/xd/mysite/index.cfm?value=This%20Value&othervalue=That%20Value" or something similar.

This can cause links to fail or paragraphs to display incorrectly.  

We have a ticket open with PaperThin about this (Incident #18072) and we'll continue to look at it as much as we can on our side.
