I cannot create anchor links (jump) inside an Rich Text Block (RTE) 

You can only create jump links to individual elements on a page. To create jump links to locations in an RTE block use the standard link creation dialogue and name your links locally with a proceeding pound (#) sign.

To create an anchor tag:

• In the rich text editor, highlight the text you want to jump to
• Use the anchor icon in the RTE to label the name of this jump point
• Back in the RTE with the links, create a link to an “existing page, url, etc”
• On the Insert Link to Existing Page dialog, in the External URL or Relative Internal URL field, enter # and the name of the jump point (see screenshot below) - Hit Finish
