Applicability

Dangerous Goods Shipping Training is required for anyone who ships materials that are governed by state or federal transportation regulations.  

Regulated materials include biological substances (e.g., tissues, body fluids, organs, infectious agents, and certain vectors, proteins, RNA, and DNA), chemicals, live animals, and refrigerants such as dry ice, liquid nitrogen, or wet ice.  

This includes materials that require permits to transport either domestically or internationally (e.g., USDA regulated animal pathogens, CDC regulated human pathogens, CITES-listed animal species).

 

Requirements

Any goods shipped from OHSU must meet the requirements outlined in the current edition of the International Air Transport Association (IATA) Dangerous Goods Regulations (DGR).  The DGR can be viewed in the EHRS office during normal business hours.  

The Federal Aviation Administration (FAA) and the Department of Transportation (DOT) have brought their shipping regulations into agreement with IATA DGR so that these regulations now apply to all land, air, and sea shipping.  Adherence to all guidelines described in the OHSU Dangerous Goods Shipping Course will ensure compliance.


Note: In addition to DGR requirements, importation or overseas shipment of human, animal, or plant pathogens may require additional customs documents (i.e. a CITES permit is required prior to shipment of non-human primate biological samples).  Interstate transport of certain infectious agents also requires special permits.  The EHRS office can provide information on this and assist in submitting the paperwork required to obtain the necessary permits.

Training

Individuals who package or ship dangerous goods at OHSU must receive training at least once every 2 years, or whenever new regulations are introduced by IATA or the FAA/DOT.   

OHSU shipping offices will refuse to ship packages for anyone who has not successfully completed the Dangerous Goods Shipping Course on Big Brain.  

Individuals can be held legally and financially responsible for failure to comply with these shipping regulations, as well as the institution.  Individual penalties of up to $250,000 and up to one year in jail can be assessed per offense, in addition to institutional penalties of up to $500,000 per offense.
