In its role as a service provider to the OHSU community-PIs, department
administrative staff, other RDA units, etc-SPA fulfills its goal of
excellence in the stewardship of sponsor funds through the following:
- Fostering an institutional environment of accountability
- Balancing the institutional drive for research funding with an
understanding of compliance issues
- Providing the central administrative infrastructure that maintains
OHSU as a viable recipient of sponsor funds
- Educating the OHSU research community in the proper management
of sponsor funds through avenues such as monthly Sponsored Project
Information Network (SPIN) meetings and newsletters, a series of
ten Post-award Education Program (PEP) classes, and various other
outreach and education activities
- Developing and presenting accurate financial reports to OHSU's
President, Board of Directors, and VP offices
- Setting up award and project accounts in the Oracle Grants Accounting (OGA) system
- Training the OHSU community in the use of OGA and the OGA Data
Warehouse and providing access to these systems
- Monitoring and maintaining the OGA and OGA Data Warehouse in
coordination with other OHSU information system units such as the
Information Technology Group (ITG) and Administrative Information Systems (AIS)
- Performing expenditure oversight (including but not limited to assisting
with budget adjustments, cost transfers, and the removal of unallowable expenditures)
- Invoicing sponsors and collecting funds as expenses related to
research and academic activities are incurred
- Generating, distributing and collecting biannual Effort Certification Statements
- Preparing and delivering fiscal reports to sponsors in a timely manner
- Performing other close-out functions at the conclusion of awards and projects
- Assisting external auditors with the annual audit required by OMB Circular A-133
While performing these and other services for the OHSU community and in all
dealings with OHSU's sponsors, SPA personnel always emphasize the value of
consistency, clarity, cooperation, collaboration, and communication.
