NIH Salary Limitation (Cap): $191,300(effective 1/1/2008)
EQUIPMENT, definition at OHSU: Tangible, nonexpendable personal property having a
useful life of more than one year and an acquisition cost of $3,000 or more per unit.
The Facilities & Administration (F&A) Costs are also known as Indirect Costs or Overhead. F&A costs include administrative expenses,
space costs, utilities, general office and computer supplies, etc. Every institution that receives federal funding negotiates its
F&A cost rates with one federal agency known as its "cognizant agency". The "cognizant agency" for OHSU is the Department of Health
and Human Services (DHHS). The agreed upon F&A rates are then used to apply for funding from any sponsor. The
OHSU F&A Costs Rate Agreement with DHHS can be viewed and printed with the use of the Adobe
Acrobat Reader plug-in.
On February 18, 2005, OHSU negotiated a new F&A rate agreement. The F&A rates are as follows:

These rates are effective immediately so you must include them in all NEW and COMPETING grant applications and contract
proposals submitted to sponsors.

Given OHSU's goal of managing research efficiently so we can support a growing research program, we need to ensure full recovery
of the real cost of doing research. Waivers or reductions from the negotiated F&A rates will only be considered for the following reasons:
(1) When a new OHSU investigator is transferring grants to OHSU from
another institution, OHSU will (if necessary) reduce the F&A charge
on the grant for the partial year immediately following the transfer.
Each succeeding full year will carry OHSU's negotiated F&A rate.
The investigator will be expected to negotiate with the funding agency
or his/her division, department or school for any shortfall in those
succeeding years. RDA will be glad to assist in negotiations with the
funding agency.
(2) When applying for grants with an agency that has specific, consistently
applied, written policies on F&A costs, OHSU will accept the F&A
rate allowed by the agency . The F&A will not be reduced on any
proposal to a granting agency willing to pay the negotiated rate. As
OHSU evaluates its research mission and assesses the actual cost of
conducting research, some grants that do not carry F&A because of
agency policies may not be cost-effective and thus may be unacceptable.
It is a goal for RDA whenever possible to either negotiate some F&A
with these agencies or to attempt to obtain some other benefits in lieu
of F&A on behalf of the institution and/or investigator.
The following annual stipend levels apply to all individuals receiving support through
institutional research training grants or individual fellowships, including the Minority
Access to Research Career (MARC) and Career Opportunities in Research (COR) programs.

The following types of grant proposals are eligible for submission using the Modular application format:
- RO1, RO3, R15, R21, R41, and R43
- Certain RFA's that specifically call for this method
- Applies to all New, Revised and Competing applications requesting $250,000/yr or less for the above type categories
- Applications that use the Modular format may request no
more than $250,000 in direct costs in any one year.
- The term 'modular' is used to describe the process of budgeting
in modules of $25,000 increments up to the total direct cost
budget.
- Typically there will be the same number of modules each
year.
- Forms DD and EE are not required by the NIH.
- Budget justification (narrative) will provide only for personnel,
consortium/contractual costs if any are anticipated, and equipment (
only if the purchase of equipment requires the need for an
additional module in any one year).
- Additional budget justification narrative may be necessary
if there is a variation in the number of modules from year
to year; e.g., if a large piece of equipment is being purchased
for the first year only, equipment should be described in
the narrative and costed out in modules.
- Total costs should take into consideration a 3% escalation/inflation
factor that is built into the modules.
- Rebudgeting after the grant is awarded is not limited by
NIH. It is only limited by institutional accounting standards
and practices.
- When calculating annual costs, investigators are advised
to anticipate across-the-board funding cuts of up to 10%.
