What are the requirements for investigators who are not OHSU employees?

Requirements for investigators outside OHSU have changed:

  • The Conflict of Interest in Research form for Outside Investigators is now located in the CoIR Management System
  • For outside investigators covered by their own institution's CoIR policy (in compliance with 45CFR94), or those not involved in human subjects research, no disclosure is required.

Who has to complete an annual CoIR disclosure?

  • All investigators involved in research (The principal investigator, co-investigator and other OHSU employees or volunteers, or any OHSU research collaborator, including visiting scientists, responsible for the design, conduct or reporting of research or educational activities or responsible for preparing a proposal for research funding. "Investigator" includes the Investigator's spouse and dependent children).
  • In the Report on Individual Financial Interest in Human Subjects Research, the Association of American Medical Colleges (AAMC) defines the conduct of research as: "Conducting Research means, with respect to a research protocol, designing research, directing research or serving as the principal investigator, enrolling research subjects (including obtaining subjects' informed consent) or making decisions related to eligibility to participate in research, analyzing or reporting research data, or submitting manuscripts concerning the research for publication."

I am a graduate student; do I need to complete an annual CoIR disclosure form?

Most likely yes. The CoIR policy (#10-01-035) states that an investigator is defined as anyone "responsible for the design, conduct or reporting of research or educational activities or responsible for preparing a proposal for research funding". Most graduate students would be involved in the conduct of research and therefore would need to complete a CoIR disclosure. This also applies to any medical, nursing, or dental students participating in research projects.

When must annual CoIR disclosures be submitted?

There is no deadline for the FIRST submission of an annual form
It is required upon submission of the Proposed Project Questionnaire (PPQ) if an investigator does not yet have a current annual form on file.

How often must annual CoIR disclosures be submitted?

All investigators participating in research must submit a form at least annually.
You do not need to submit a revised form if you add new projects/grants during the year unless the new project involves a financially interested business with which you have a significant financial interest.
Investigators will be notified when their annual update is due, or you may check your status in Big Brain
