Proposed Trail Improvements on Marquam Hill

OHSU and Portland Parks and Recreation would appreciate your input on two trails that have been proposed to improve pedestrian connections between OHSU and park property. Both trails were identified in the Marquam Hill Plan’s Pedestrian Connections Vision Plan.

MARQUAM HILL NATURE PARK TRAIL PLAN "NORTHWEST TRAIL"
The proposed “northwest trail” is #13 in the Pedestrian Connections Vision Plan. It was prioritized as Tier 3 (to be developed in 11-30 years) and designated Class II (used for both commuting and recreation, surfaced with gravel although steps and lighting can be included if appropriate, not open in all weather conditions). The Friends of Marquam Nature Park have been negotiating a trail easement with the landowner between OHSU and Portland Parks and Recreation property. Although the landowner is still exploring options for development on this parcel, it appears that the first conceptual location (at the lower slope of the property) may need to be relocated to the upper part of the property. This adjustment would avoid some particularly steep slopes and allow the trail to connect to the existing trail system.

TERWILLIGER TRAIL PLAN "EAST TRAIL"
The proposed “east trail” is #24 in the Pedestrian Connections Vision Plan. It was prioritized as Tier 1 (to be developed in 1-5 years) and designated Class 1 (formal, hard-surfaced all weather route). Two alignments have been proposed. The upper end of both trails will be at Sam Jackson Road where SW Campus Drive is to be relocated. A small pedestrian-scaled plaza/overlook with benches and ornamental lighting will let trail users catch their breath and look downhill through the tree tops.

The trail will travel down the steep, forested hillside between OHSU and the Terwilliger Trail, crossing property owned by OHSU and Portland Parks and Recreation. The upper part of the slope is zoned Environmental Conservation and the lower has Environmental Protection and Design overlays. There are only two practical locations for the trail to cross the traffic on SW Terwilliger Boulevard, due to the vertical rock walls along the parkway. Safety of the pedestrian crossing is affected by distance from the curves in Terwilliger. The northern crossing (Alignment B) uses an existing drainage ravine. The southern crossing (Alignment A) uses an electric utility corridor and had stairway at one time. The Portland Office of Transportation has recommended the northern crossing location due to additional distance from the curves uphill.
