Journal Selection Priorities
Approximately $100,000 of the library resources were
cancelled to meet budget requirements and to add titles. Inflation was between 8 and 10% again this year.
In addition, important titles dramatically increased prices this year. As OHSU increases in the number of
employees and use of electronic journals, publishers are responding with increased prices for electronic
access.
The selection priorities developed for 2004 were:
- Became a member of BioMedCentral, an open access publisher. This allows OHSU authors to publish
without page charges and makes articles available to all without a subscription.
- Purchased electronic access to individual titles to gain archival access and canceled an
aggregator collection (ProQuest Medical Library) that only allowed access during the subscription period.
- Pay increased costs for electronic access to titles of high importance (New England Journal of Medicine,
Science, AACR titles, and JAMA and the 9 Archives).
- Purchased electronic collections that added back volumes to the collection (JSTOR-General Science; Neuroscience
Collection from Elsevier ScienceDirect and American Physiological Society).
- Canceled the print format and subscribe online only for titles
from Blackwell Synergy and Kluwer Online
(165 titles). The Main Library and Van Hassel Library have over 450 titles available in electronic format
only or about one-third of the current subscriptions.
- Cancel low use titles based on in-house and electronic usage as well as titles with a high cost/use
(64 titles)
- Cancel duplicates among the OHSU system libraries (18 titles).

Journal Selection Criteria
A serials decision database has been created to monitor OHSU usage of titles from
various sources. Every year, the data is used to identify low, medium and high use journals.
Low use journals
are reviewed for possible cancellation. High use titles that are not current subscriptions are considered
for addition to the collection.

Subscribing to Titles Only Online
Before a title can be considered for purchase in only the online format, several criteria
have to be met.
Titles eligible for purchase in online format only must:
- Result in some savings when print is canceled.
- Be on a reliable electronic journal platform that provides full-text in
PDF format.
- Have a license that includes archival rights. If a journal was canceled in the
future, the library would need perpetual access to the years purchased.
- Allow interlibrary loans requests to be filled.
- Provide usage statistics.
Titles that are not eligible for purchase in online format only, but must also be purchased in
print include:
- Titles that have very high use.
- Clinical titles on the Brandon-Hill list for medical libraries.
- Titles housed in the Struble Library Collection.
- Titles without archival rights or that do not allow interlibrary loans in the license.
About 165 print subscriptions were canceled and will be available only online via Kluwer Online and
Blackwell Synergy platforms.
