Journal Selection Priorities
To add any titles in 2003, funds had to be
obtained by canceling current subscriptions. Canceling was approached from two angles -
canceling low use titles and switching from purchasing both the print and online
format to purchasing only the online format.

Journal Selection Criteria
A serials decision database has been created to evaluate data from
these different sources. If you would like to know more about the selection process used for
the OHSU Main Library,

- ISI citation analysis for OHSU scientists from 1994 to July 2002.
All journals containing articles written by OHSU authors or cited by OHSU authors were
considered.
- ISI impact factors were used only within a subject area.
- Journal interlibrary loan requests and in-house use data.
- Journal titles recommended by faculty and on the 2002 Library Journal Survey
- Electronic journal usage data.

Results of ScienceDirect Trial
The ScienceDirect trial provided access to 1200+ Elsevier titles in 2002 and
allowed the Collection Development Committee to evaluate and adjust titles subscriptions.
The trial resulted in the:
Cancellation of 4 titles
Addition of 20 online titles.
Print was canceled for about 140 titles which were renewed only in online format.
50 titles were renewed in print and electronic format.
An estimated 77,000 articles were downloaded from this collection in 2002. The library already
subscribed to 75% of the articles and the addition of 20 titles
adds another 7%. Approximately 18% of the articles requested in 2002 will need to be
requested on interlibrary loan in 2003.

Subscribing to Titles Only Online
Before a title was considered for purchase in only the online format, several criteria
had to be met.
Titles eligible for purchase in online format only must:
- Result in substantial savings when print is canceled.
- Be on a reliable electronic journal platform that provides full-text in
PDF format.
- Have a license that includes archival rights. If a journal was canceled in the
future, the library would need perpetual access to the years purchased.
- Allow interlibrary loans requests to be filled.
Titles that are not eligible for purchase in online format only, but must also be purchased in
print include:
- Titles that have very high use.
- Clinical titles on the Brandon-Hill list for medical libraries.
- Titles without archival rights or that do not allow interlibrary loans in the license.
About 240 print subscriptions were canceled and will be available only online via Elsevier ScienceDirect
and Wiley InterScience.

Did we cancel the wrong title?
This is the first year we have changed from a print and online model to online
only for some titles. High use and demand for electronic journals and decreasing visits
to the library lead the Collection Development Committee to conclude that
the OHSU community will readily accept this change. However,
it does not mean that every title canceled in print was appropriate. Some print titles are
needed for paper quality, quality of the graphic, etc. The library will consider reinstating
titles in print in 2004 with input from the OHSU community.

Merger of Academic/IDEAL and Elsevier/ScienceDirect
Elsevier purchased Academic Press and Harcourt Health Science Collection in 2001.
Most of the electronic
journals that were on the IDEAL platform will be on the ScienceDirect platform in 2003, and
the IDEAL platform will be discontinued.
The Ideal collection was a package deal that included electronic access to over 200 titles,
regardless of whether the library subscribed to them in print. When Academic Press/IDEAL was
purchased by Elsevier, these titles were moved to ScienceDirect where they are available for
purchase only on a title-by-title basis.
As a result of this merger, the Library will lose access to 145 titles in the IDEAL collection
and 28 titles in the Harcourt Health Science Collection in 2003. Archival rights to these
titles were negotiated so in most cases,
discontinued titles will have backfiles from 1996 to 2002 available online. For a list of
